Region 3 includes parts of Benzie, Leelanau and Manistee counties.
And Region 4 includes parts of Huron, Sanilac, Tuscola, Bay and Saginaw counties.
The Wind Energy Resource Zone Board was created by a 2008 state law to estimate wind-generation capacity.
Its report was issued Thursday and was submitted to the Michigan Public Service Commission.
It identifies the same four regions as in a proposed report issued in June.
